The Regional Energy Regulators Association of Southern Africa (RERA) successfully concluded its Subcommittee Meetings held in Luanda, Angola, from 22–26 June 2026, graciously hosted by the Institute for Electricity and Water Services Regulation (IRSEA), the Regulatory Institute for Petroleum Derivatives (IRDP), and the Agência Nacional de Petróleo, Gás e Biocombustíveis (ANPG).
The week brought together energy regulators from across the SADC region through meetings of RERA’s eight Subcommittees, namely the Economic & Markets Regulation Subcommittee (EMRS), Electricity Technical Regulation Subcommittee (ETRS), Gas, Petroleum & Biofuels Regulation Subcommittee (GPBRS), Legal Subcommittee (LS), Consumer Protection and Communication Services Subcommittee (CPCS), Finance, Audit and Risk Management Subcommittee (FARMS), Human Resource Management Subcommittee (HRMS), and Information Communication Technology and Artificial Intelligence Subcommittee (ITCAIS).
The meetings provided an important platform for Member Regulators to review progress on the implementation of regional initiatives and projects, share experiences and best practices, and strengthen regulatory cooperation across the SADC region.
Key highlights included:
🔹Updates on the implementation of Decisions of the 43rd Meeting of SADC Ministers Responsible for Energy held in Zimbabwe, in July 2025;
🔹Country updates on recent regulatory developments and emerging energy sector issues;
🔹Review of progress against the RERA 2026 Business Plan and cooperating partner-supported work programmes;
🔹A peer review of the Institute for Electricity and Water Services Regulation (IRSEA) of Angola; and
🔹The Regional Information Sharing Seminar, which provided a valuable forum for engagement on the transformation of RERA into the proposed SADC Regional Energy Regulatory Authority (SARERA), including the review of the Draft SARERA Charter and related institutional arrangements.
The outcomes of the meetings will contribute to advancing regulatory harmonisation, regional energy integration, knowledge sharing, and the development of a more efficient, reliable, and sustainable energy sector within the SADC region.
