The Portfolio Committee on Consumer Protection and Communication Services (PC-CPCS) is primarily responsible for executing objective No. 3 of RERA on “Consumer Protection and Communication Services”. The mandate of this Portfolio Committee is to:
The CSCS is mandated to investigate and analyse the consistency between consumer services and communication in individual countries in matters related to the energy industry by doing the following:
1. Consumer Services
Under consumer services, the Subcommittee shall:
a. Review the status of consumer services in member countries;
b. Develop, adopt and/or adapt guidelines of best practice, as the case maybe;
c. Develop consumer friendly service techniques and systems such as:
i. Consumer Charter/Bill of Rights;
ii. Complaints Procedure;
iii. Consumer Surveys;
iv. Stakeholder Surveys; and
v. Quality of Service Standards.
d. Evaluate the extent of compliance to regionally approved consumer service standards and methodologies.
2. Communication
Under communication, the Subcommittee shall:
a. Review the communication and advocacy strategies;
b. Benchmark communication and advocacy strategies/plans (using the approved strategies/plans);
c. Develop, adopt and/or adapt based in Communication and Advocacy Strategies, as the case maybe; and
d. Evaluate the extent of compliance to regionally approved communication and advocacy, policies and strategies/plans.
