Mandate of the Portfolio Committee on Facilitation of the Energy Sector Policy, Legislation and Trade (PC-EPLT)

Mandate

Article 7.4 of the RERA Constitution states, among other things, that there shall be Portfolio Committees constituted by the Portfolio Committees’ Chairpersons, which shall execute the objectives and functions of RERA as outlined more fully in Articles 4 and 5. Thus, RERA has four (4) Portfolio Committees, one of which is the Portfolio Committee on Facilitation of the Energy Sector Policy, Legislation and Trade (PC-EPLT) and is organised as shown below.

The broad mandate of the PC-EPLT as in Article 4 of the RERA Constitution is to:

Enhance the increasing integration of energy systems and energy trade in the Southern African region and beyond through the facilitation of harmonized policy in Energy Sectors, legislation and regulations for cross-border trading, focusing on issues affecting the economic efficiency of energy interconnections and energy trade and on terms and conditions for access to transmission and distribution capacity, safety and cross-border tariffs.

Reporting to the PC-EPLT are the following four (4) Subcommittees:

1. Economic and Market Regulation Subcommittee (EMRS)

2. Electricity Technical Regulation Subcommittee (ETRS)

3. Gas, Petroleum and Biofuels Regulation Subcommittee (GPBRS)

4. Legal Subcommittee (LS)
